What to know first.
Do not default to Rwanda because that is how public packages are sold. A four-country desk designs the forest chapter from the air spine you already have, the nights that remain, and the permit sector you can actually buy. Uganda and Rwanda are different attachments, not interchangeable forest stickers. A sighting is never guaranteed in either country. The lodge still has to match the place the permit sends you.

Two attachments, not one package
Rwanda often joins through Kigali. Uganda often joins through Entebbe, a western-Uganda circuit, or the Kisoro approaches to the south of Bwindi. Neither is automatic.
Permit before lodge
Uganda names a sector or names Mgahinga. Rwanda briefs at Volcanoes headquarters. Confirm the permit place, then the stay.

Start from the spine you already hold
Most files that reach this page already have a Kenya or Tanzania shape. Those decisions should stay. The gorilla morning is a new chapter, not a reason to unpick the plains.
The useful test is attachment: which international gate already sits on the ticket, how many complete nights remain, and whether the party wants a forest day that continues a Uganda circuit or a concentrated Volcanoes chapter from Kigali. Country choice in the abstract still lives on the four-country journal; this page assumes the savannah is already Kenya or Tanzania.

When Rwanda attaches cleanly
Rwanda is the clean attachment when Kigali is a natural air hinge. Guests already routing through Nairobi, or already ending a northern Tanzania chapter within reach of a Kigali flight, can place Volcanoes as a short, geographically concentrated forest stay. Standard treks brief at park headquarters — currently the Kinigi briefing — and the lodge has to deliver guests there on time. The park is compact. The morning is still park-run.
That compactness is why public packages reach for Rwanda after the Mara. It is a real routing advantage, not a reason to ignore Uganda. Confirm the current permit tariff at booking; live figures sit on the gorilla permit prices journal.

When Uganda attaches cleanly
Uganda attaches cleanly when the journey already has a reason to be in the west, or when Entebbe is the honest international gate. A Bwindi sector can sit after Queen Elizabeth, after chimpanzees in Kibale, or as a forest destination reached by domestic air into the correct landscape. Southern sectors — Rushaga and Nkuringo — also open a Kisoro or cross-border conversation; those hours are confirmed at booking.
The Uganda permit names a place. Buhoma, Ruhija, Rushaga or Nkuringo are not interchangeable gates. Mgahinga Gorilla National Park is a different park, with its own small daily allocation, not a fifth Bwindi sector.

Permit, lodge and nights
Choose the sector the permit can give you, then match the lodge to that briefing. A celebrated stay on the wrong side of the forest is a transfer problem, not a forest upgrade.

What should not decide it
A package photograph of Volcanoes should not decide it, nor a remembered everyone-adds-Rwanda line, nor a gorilla family name. Families are not ranked, and a sighting is never guaranteed.
Fitness, age and recovery still apply in both countries. The minimum age is fifteen under UWA and RDB. Tell Sail about knees, balance and breathing before the permit is paid. Does this replace the generic Uganda-or-Rwanda chooser?
No. That page still decides country from a blank page. This page only decides how a forest chapter attaches to a Mara or Serengeti itinerary you already hold.
Must the lodge still match the permit sector?
Yes. A Uganda permit names a Bwindi sector or Mgahinga. The stay has to serve that briefing. A Rwanda lodge has to reach the headquarters briefing on time.
