How UWA and RDB gorilla permit systems differ

Uganda sells a sector; Rwanda sells a concentrated park morning. A trade note on how the two issuing systems behave once you are ready to book.

What to know first.

The Uganda Wildlife Authority and the Rwanda Development Board run separate channels. Uganda's permit names a Bwindi sector — Buhoma, Ruhija, Rushaga or Nkuringo — or Mgahinga as its own park, and that name locks the briefing point and therefore the lodge. Rwanda's standard permits brief at Volcanoes National Park headquarters, with family and trailhead allocated that morning. Both countries cap a family visit at eight guests, and neither guarantees a sighting.

Two channels, not two slogans

A Uganda gorilla permit is paid through the licensed-operator channel UWA requires for foreign non-residents. A Rwanda permit is paid through RDB's channel, usually by a licensed operator acting for the guest. Unpaid UWA holds have gone: a Uganda permit is confirmed when it is paid and receipted, not when a name is parked. Rwanda has long treated payment as the act that secures the date.

Do not invent a third channel. An informal seller, a screenshot, or a lodge that can arrange permits is not an issuing authority. Tariffs are confirmed at booking, with live figures on the tariff note rather than in this operating page.

Uganda: sector first, then everything else

Bwindi is one national park with four trekking sectors that do not share a trailhead. Buhoma serves the north; Ruhija sits higher and faces the east; Rushaga and Nkuringo serve the south. Road time between them is measured in hours, and briefing mornings are early — the permit is a location decision, not a park-wide voucher.

Mgahinga Gorilla National Park is not a fifth Bwindi sector. It is a distinct Virunga park with its own small daily allocation, its own briefing and its own approach through the Kisoro landscape. A Mgahinga permit does not unlock Bwindi, and a Bwindi sector permit does not unlock Mgahinga. Sail confirms the sector or park before the lodge, because the stay has to match the briefing point.

Rwanda: headquarters, then trailhead

Volcanoes National Park is geographically concentrated, and standard trekking days still run on park time. Guests present at headquarters — currently the Kinigi briefing — with passport and permit, are allocated a family for that morning, and then transfer to the relevant trailhead. Allocation follows the rangers' tracking, fitness notes and park decisions; you do not pre-select a family on a standard permit, and families are not ranked here.

The compactness from Kigali is real. It does not remove the need for a lodge that can deliver guests to headquarters on time, or for a settled night before the briefing. The hour with the family remains one regulated hour; terrain and duration still vary with where the gorillas have moved.

Private treks: Rwanda where the product exists; Uganda cannot buy out

Conservation rules limit each habituated family to eight guests a day. In Uganda that cap is the product: you cannot purchase the other names and convert the forest into a private trek. A party of eight travelling together will, in practice, walk as one group — which is not the same as buying the family out of the system.

Rwanda has, at times, offered a private or exclusive product on top of the standard eight-guest visit. Its exact definition, availability and conditions change, so Sail confirms the live RDB product for your dates rather than selling a remembered brochure line, and quotes no tariff for it here. In both countries, group allocation and trek length cannot be guaranteed, because gorillas move and park teams decide on the day.

What you actually lock on the file

On a Uganda file, lock date, sector or park, passport names, and a lodge that serves that briefing point. On a Rwanda file, lock date, passport names, and a lodge that can reach headquarters — or, if a private product has been confirmed, the briefing arrangement RDB has actually sold. Minimum age, health rules and name-match conditions apply in both countries and are reconfirmed for the permit date.

The guest-facing choice between countries belongs on the country comparison journal. This page is only the trade mechanics: two authorities, two morning systems, one rule that the stay must match where the permit sends you.

Useful answers, before you decide.

Can I move a Uganda permit from Rushaga to Buhoma if the lodge changes?

Not as a casual amendment. The permit is date- and sector-specific; changing sector is a new availability question with the authority, not a hotel swap.

Do Rwanda permits name a trailhead in advance?

Standard permits name the date and the park. Family and trailhead are allocated at the headquarters briefing from that morning's tracking, so never sell a named family against a standard permit.

Is Mgahinga booked through the same UWA channel as Bwindi?

Yes — UWA is the issuing authority. The park, briefing and approach are different, so treat it as its own permit rather than overflow from a Bwindi sector.
